UMBRELLA, NoVAC's Fiscal Sponsorship Program, is an incubator for small arts and culture organizations, as well as projects of individual artists and performers. These projects' eventual goals may include becoming their own separate tax-exempt organization, though program participants may also solicit funds for a single project or event.
Projects sponsored in the past by NoVAC are the Escape Artists Collective and Blue Door Gallery, the Masters of Guitar Series, a Grand Night with Strings, Northern Valley Youth Orchestras and many more.
In general, small, unincorporated groups funded and led by individual artists make up the majority of program participants, though many have taken the further step of incorporating as a nonprofit with the state of North Dakota or Minnesota.
To qualify for Umbrella, projects must:
Have an arts-based mission
Be based in North Dakota or Minnesota, or produce a project in North Dakota or Minnesota
Apply funds raised toward non-profit purposes. Funds should not be used for the purpose of influencing legislation, such as funding lobbying. (Note this references the use of the funds themselves and does not prevent a non-profit from doing general advocacy, either on behalf of their organization or of the arts in general.) It is illegal for sponsored programs to endorse candidates or political parties.
