The North Valley Arts Council (NoVAC) supports & promotes arts & culture for the artists, arts organizations and citizens of the upper Red River Valley.   A vibrant arts community is essential to the quality of life and economic vigor of the community.  

NoVAC provides programs- such as the Grand Cities Art Fest, the Art & Wine Walk*, and the City of Grand Forks 
Re-Grant Program- that advocate for, maintain and advance the quality of the arts.
